However, the agency refused responsibility, citing that health checks conducted in the Philippines and upon arrival in Hong Kong indicated the helper was healthy, and leprosy is not included in Hong Kong's standard health check items. Industry representatives explained that current pre-arrival medical examinations for foreign domestic helpers are not mandated by the Hong Kong government to include specific items, so agencies typically focus on the most concerning areas for employers. These include "three major categories and five key items," such as infectious diseases (e.g., hepatitis B, tuberculosis), sexually transmitted diseases, pregnancy tests, and general physical exams (e.g., vision, blood pressure). Leprosy, being a rare condition, is not usually tested.

The agency offered a 30% discount on a replacement helper, accommodation arrangements, and complete home disinfection services, but a final decision has yet to be made. Discussions between the agency and Mrs. Lee are ongoing regarding how to handle the case.

What is Leprosy?

Leprosy is a chronic infectious disease caused by the bacterium Mycobacterium leprae. It affects the nervous system, respiratory tract, skin, and eyes, causing granulomas. This can lead to loss of sensation, resulting in repeated injuries and possible amputation of affected limbs. Symptoms may also include weakness and deteriorating vision. The incubation period for leprosy can be up to 20 years, but timely treatment can control the disease and prevent its spread.
