Case Study - Re-Hiring Expenses Cover

In Hong Kong, hiring a good foreign domestic helper can be challenging. There are often complaints online from employers about helpers not meeting expectations, and some helpers may leave their jobs early due to homesick or not getting along with their employers. Some even "job-hop" to find better opportunities. Many employers feel that there isn’t enough protection for them when hiring helpers in Hong Kong. To address this, California Insurance has introduced a unique "Re-Hiring Expenses Cover" as part of its comprehensive domestic helper insurance plan - CaliGive. This plan helps cover the costs of hiring a new helper if the original one resigns or is dismissed in a short period of time. Below is a recent successful claim example for reference.

Resignation Letter and Documents for the Immigration Department

This case was well-documented from the beginning. In late November, the employer received a resignation letter from the helper, citing homesick as the reason for her decision to resign in mid-January. At that time, the helper had only been working for the employer for four weeks. The helper followed legal procedures by giving a one-month notice and provided documents for both parties to sign and keep on record. The employer also informed the Immigration Department in writing. Keeping these documents is important not only for protecting the employer but also as proof for claiming " Re-Hiring Expenses Cover." The samples of the resignation letter, the letter to the Immigration Department, and the ID407E form (Notice of Termination of Employment Contract with a Foreign Domestic Helper) are shown below:

Reply from the Immigration Department

In this case, after the Immigration Department received the form, they sent a confirmation letter to the employer within two weeks. The letter included the helper's name and the contract termination date. This document is required when submitting a claim for "Re-Hiring Expenses Cover." A sample is shown below.

Hiring a New Helper

As soon as the employer received the resignation letter from the helper, they immediately contacted an agency to hire a new foreign domestic helper. The invoice from the agency is also required when making a claim under the " Re-Hiring Expenses Cover."
