Minimum wage and food allowance adjustment for foreign domestic helpers(September 2023)

Every year around September, the government announces adjustments to the minimum wages and food allowance for foreign domestic helpers (FDHs) in Hong Kong. This year's adjustments have been made public, with both items being increased for the second consecutive year. Let's take a closer look at the increases and the effective date.

Minimum Allowable Wage for Foreign Domestic Helpers in Hong Kong

On September 29th, the government issued a press release stating that the "Minimum Allowable Wage" for FDHs in Hong Kong will be raised by 3%. This means that the wage will increase from the current HK$4,730 per month to HK$4,870 per month, marking an increment of HK$140 compared to the previous year. It's important to note that this monthly wage is just the minimum requirement, and the actual salary should be mutually agreed upon by the employer and the FDH.

Food Allowance for Foreign Domestic Helpers

The food allowance is being adjusted in parallel with the "Minimum Allowable Wage." It will increase from a minimum of HK$1,196 per month to HK$1,236 per month, representing a HK$40 increase. The impact of this adjustment is likely to be less significant than that of the minimum wage because most Hong Kong employers provide free food to their FDHs. If an employer provides free food, there is no need to provide a food allowance. However, if food are not provided, the FDH must receive a minimum of HK$1,196 per month as an allowance.

Effective Date

These regulations will officially take effect on September 30, 2023. For contracts signed on or before September 29th that wish to maintain the old rates, the contract should be submitted to the Immigration Department (ImmD) for processing on or before 27th October.

Apart from wages, another significant expense associated with employing FDHs is their medical expenses. According to the "Standard Employment Contract" for hiring FDHs, employers are responsible for covering their medical costs. Therefore, it is advisable to purchase comprehensive domestic helper insurance with medical coverage to protect your finances.
